YOU CAN'T!  Emission inspections are required for certain vehicles registered or operated primarily in Northern Virginia, including the counties of Arlington, Fairfax, Loudoun, Prince William and Stafford, and the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park.
